ASEAN-Australia Special Summit Maritime Cooperation Forum

In March 2024 Blue Security co-delivered the Maritime Cooperation Track at the ASEAN-Australia Special Summit in Melbourne.

The Maritime Cooperation Track, as part of the 2024 ASEAN-Australia Special Summit, will explore key maritime themes identified in the ASEAN Outlook on the Indo-Pacific, ASEAN Maritime Outlook, and ASEAN Blue Economy Framework. It will bring together officials and non-governmental experts, to enhance practical maritime cooperation in the region.

  • Maritime Security: Challenges and Opportunities for Cooperation
  • The Blue Economy
  • Environmental Issues: Marine Ecology and Climate Change
  • Maritime Law and Governance.

The Maritime Cooperation Forum brought together ASEAN Member States, Timor-Leste, the ASEAN Secretariat, and Australia in the following events which will provide a platform to further enhance ASEAN and Australia’s substantial practical maritime cooperation:

  • Conference: academics present research and analysis on regional maritime issues,
    building on existing academic exchanges and exploring future opportunities for practical maritime cooperation, and
  • Track 1.5 Dialogue: bringing together officials and non-governmental experts to
    discuss practical maritime cooperation between ASEAN and Australia, further
    enhancing our partnership for the future.

Track 1.5 Maritime Dialogues

Alongside the Australian Department of Foreign Affairs and Trade, Blue Security delivers Track 1.5 Maritime Security Dialogues with Southeast Asia partners. Blue Security has hosted annual Track 1.5 dialogues with the Philippines, Vietnam, Indonesia and Malaysia.

Maritime Security Workshops

The Marmite Security Workshops facilitate and strengthen maritime research between Australian and Southeast Asian scholars.

Singapore

In May 2023 Blue Security brought together seven early career researchers from Southeast Asia to Singapore for a workshop on ‘Assessing Maritime Governance in Southeast Asia’. Participants engaged with researchers in Singapore, including from the National University of Singapore’s Centre for International Law, participating in maritime governance workshops.

Workshop participations published a special series on Maritime Governance in Southeast Asia with the Asian Maritime Transparency Initiative the Center for Strategic and Security Studies.

Manila

In July 2024 Blue Security brought together nine early career researchers from Southeast Asia to Manila for a workshop on international law of the saw. The workshop included a dialogue with the Australian Embassy in the Philippines and a workshop at De La Salle University, where scholars presented their research and participated in a publication workshop.

Early career researchers published op-eds on international law and other key maritime issues in Southeast Asia.

Kuala Lumpur

In November 2024 Blue Security brought early-career and mid-career researchers for a workshop on maritime disputes. This workshop saw researchers from Australia, Malaysia and across Southeast Asia discuss key maritime issues facing the region.
